S.I. Borough President, Parks Department Clash Over Landfill Roads

Staten Island’s borough president is lobbying for the city to widen pre-existing roads in the Fresh Kills landfill to reduce traffic and save money on construction. NY1’s Amanda Farinacci filed the following report.

Staten Island Borough President James Molinaro is feuding with the Parks Department over where to put roadways that will eventually open to traffic at the former Fresh Kills Landfill.

The agency opposes Molinaro’s long-standing proposal to widen and open existing roads through the landfill once used by the Department of Sanitation.

Parks officials claim in a recently-released draft environmental impact study that widening those roadways would require cutting into capped landfill or wetland areas.

“They're just unreasonable people,” said Molinaro.

Molinaro said building new roads will take time and money the city does not have. He says the existing east-west roads would allow mid-Island drivers near the Staten Island Mall to cut through Fresh Kills to reach the West Shore Expressway rather than taking local streets or the often-clogged Richmond Parkway.

“They don't want no roads, it's that simple,” said Molinaro. “No roads in the sense of going across from Richmond Avenue to the West Shore Expressway. They don't want any.”

The Parks Department denied that, and said in a statement, “The Parks Department is committed to building roads in Fresh Kills and will continue to work with the Staten Island borough president and all elected officials on Staten Island to make this project a reality before the end of the Bloomberg Administration."

Molinaro asked local business leaders to send letters to the city to urge the Parks Department to reconsider its plan.

The Staten Island Chamber of Commerce says anything that can alleviate traffic is a good thing:

“We have a lot of smaller businesses that do business with each other on Staten Island,” said Patrick Hyland of the SICC. “They rely on their vans and their trucks getting across Staten Island in a timely fashion.”

A public hearing on plans for the site is scheduled for September 4.
